    • FTC (Federal Trade Commission)
      • Role: initial response and investigation between seller and buyer
      • Common complaints: issues associated with unauthorized charges, repeated or intentionally duplicated charges, refusal to refund for failed delivery of promised goods or services, fraudulently or misleadingly generated charges, etc.
      • Exceptions: see below for financial businesses and for telecom businesses

    • CFPB (Consumer Financial Protection Bureau)
      • Role: FTC for financial services provider
      • Common complaint: unjustifiably frozen funds*, charges from fees previously undisclosed to consumers, charges from fees previously disclosed but misleadingly presented as inapplicable to consumers, holding customer funds hostage to demand more information that was not required prior to taking possession of the customer funds, holding customer accountable for its failure to fulfill customer request to block transactions for certain merchants (usually with automated monthly transactions), refusal to return/release customer funds by disallowing access to the account management software, other deceptive or misleading or fraudulent activities by financial service providers.

      • Role: FTC for telecom providers and for abuse of communication channels
      • Common complaints: failure to stop contacting either via mail or via SMS especially if it results in the additional charges (upon which FTC should also be contacted to report the financial loss if the merchant refuse to compensate for the financial damages), attempts to fraudulently or misleadingly convince consumers to pay more money to get the quality of service that was already promised at the current rate (usually with internet service), other deceptive or misleading or fraudulent activities by telecommunication service providers.
